Present: Mr C Field, (Chairman), Mrs D Kennedy, Mrs E Smart, Mrs T Tull, Mrs C Ranjbar, Mr A Harland. Clerk (Mr J Paul).

MINUTES

1.0 Apologies for absence. Mrs D Pound and Mr D Pound.

2.0 Minutes of the planning meeting held 16 May 2007. Proposed by Mrs Smart, seconded by Mrs Tull and agreed by those present that they should be signed as a true record.

3.0 Declarations by Councillors of personal interests in items on this agenda. None

4.0 New Applications for discussion.

4.1 SI/07/02378/DOM. O.S. Grid Ref. 484570/98968. 88 Gatehouse Nursery, Fletchers Lane. Proposed single and two storey extensions to enlarge existing dwelling and create annexe. Internal and external adaptations to suit. Decision no objection.

4.2 SI/07/02779/DOM O.S. Grid Ref. 486101/99801. Owl Barn, Brimfast Lane. Cart shed style covered area. Decision no objection.

4.3 SI/07/02136/DOM O.S. Grid Ref. 485768/97365. Hope Villa, Mill Lane. Installation of wind turbine generator. Decision object. PC considered a wind generator would be detrimental to the adjacent Sidlesham Quay conservation area, that it would be unpleasantly intrusive into the landscape and that a large turbine for the benefit of only one residence should not be erected so close to neighbouring houses.

4.4 SI/07/02880/DOM O.S. Grid Ref. 485718/97688. Capesthorne Villa, Selsey Road. Single storey conservatory to the rear of the property. Decision no objection.

4.5 SI/07/02896/REM. Longacre, Highleigh Road. 1 no. dwelling house. Decision no objection. PC considered that the revised proposals (see SI/07/00502/REM) were more sympathetic to the area. The separation of house and garage was less dominating and fitted better into the landscape as the foreground of grass (east of the rife) is agricultural not part of the curtilage.

5.0 CDC Decisions since last PC planning meeting. For information.

5.1 SI/07/02529/PNO. Easton Farm, Easton Lane. Lean to extension to existing grain store. PRIOR APPROVAL NOT REQUIRED. Delegated Decision.

5.2 SI/07/01770/FUL and SI/07/01771/LBC. Mill Hamlet Cottage, Mill Lane. Alterations and extension including change of use of former store to residential use and new garden store/studio. PERMIT. Delegated Decision.

6.0 Planning Correspondence.

6.1 Enforcement Appeal SI/05/00391/CONMHC Land West of Jury Lane. Alleged breach, stationing of mobile homes for residential purposes. Two appellants therefore two notifications. Representations to be before 25 July. Decision Clerk to respond.

6.2 Holborow Lodge (Cat & Rabbit Rescue). Request to PC under Freedom of Information Act for all documents relevant to their planning applications. Requested to service their Appeal against planning refusal by CDC of application SI/06/00706/FUL. The Clerk reported he had collated all documents and would send them to Holborow Lodge. No Councillors held any documents referring to this establishment other than copies of items already with the Clerk. 6.3 Planning White Paper – Consultation period ends 17 August 2007. Mr Field, Mr Harland and Mrs Tull agreed to read the document and forward their views for collation by the Clerk.

7.0 AOB

7.1 CDC Biodiversity Action Plan 2007 – 2010 with details of matching funded grants. Information to be circulated.

7.2 Date of bi-monthly PC meeting moved from 18 July to 25 July.

7.3 Mrs Smart and Mrs Ranjbar reported they attended a new councillors training session 11 June that both found very useful although cramped for time as it was an evening session.
