Planning Committee Meeting. 25 July 2007 Church Hall 7pm
Present: Mr C Field, (Chairman), Mrs D Kennedy, Mrs E Smart, Mrs T Tull, Mrs C Ranjbar, Mrs D Pound, Mr A Harland, Mr C Bond, Mr D Pound.
Clerk (Mr J Paul). Eight members of the public.

MINUTES
1.0 Apologies for absence. None as all present
2.0 Minutes of the planning meeting held 27 June 2007. Two errors were noted, Mrs Ranjbar had the wrong gender title in ‘Present’; item 7.3 should read June not April. After correction Mrs Smart proposed, Mrs Tull seconded and all agreed that the minutes should be signed as a true record.
3.0 Declarations by Councillors of personal interests in items on this agenda. Mrs Pound and Mr Pound declared an interest as applicants in items 4.4 and 4.5.

4.0 New Applications for discussion.
Items were dealt with in the order 4.4, 4.5, 4.6, 4.1, 4.2, and 4.3.
4.1 SI/07/02999/FUL, SI/07/03002/LBC, O.S. Grid Ref. 486190/97310. (Retrospective)
The Crab And Lobster, Mill Lane.
Single storey rear extension for kitchen store and associated changes to site layout.
Decision: No objection.
4.2 SI/07/03009/FUL, SI/07/03010/LBC, O.S. Grid Ref. 486190/97310. (Retrospective)
The Crab And Lobster, Mill Lane. Amendments to approval SI/06/04328/FUL.
Relocation of kitchen door, lead in lieu of tiles, to rear gable, 2 conservation rooflights, in lieu of dormers to attic rooms, (on road side of roof).
Decision: No objection.
4.3 SI/07/03108/DOM, O.S. Grid Ref. 486324/97421.
Marshmead House, Mill Lane.
Single storey extension to side of existing dwelling.
Decision: No objection.

4.4 Mr Pound and Mrs Pound spoke in favour of their applications for items 4.4 and 4.5 then left the building. A member of the Parochial Church Council spoke from the floor against the full implementation of the applications.
SI/07/03251/TPA, O.S. Grid Ref. 485572/99019. (Application by neighbours)
St Mary’s Church, Church Lane. Fell 1 no. Lawson Cypress tree (T9), subject to TPO/2/SI
Decision: Object to the proposed felling, as the tree is part of the rural view in this country churchyard, screening the surrounding houses. Although not a specimen tree it is significant in the landscape and gives shelter to many species of birds and other wildlife. The Parish Council would support the cutting back to the trunk the two lower branches that are encroaching into the neighbouring property.
4.5 SI/07/03252/TCA, O.S. Grid Ref. 485572/99019. (Application by neighbours)
St Mary’s Church, Church Lane. Notification of intention to crown reduce by 33% 1 no. Crab Apple tree.
Decision: Object to the proposed severe cutting, as the tree is part of the rural view in the churchyard, screening the surrounding houses. The maturing tree would be made ugly by removal of the top section. The Parish Council considered a very light pruning of the branch tips close to the hedge would be adequate to contain the tree from encroaching into the neighbouring property.
The Parish Council requested that consideration be given by CDC to allocating a tree preservation order to this tree.

4.6 SI/07/03240/ELD, O.S. Grid Ref. 485137/97123.
Windward Nursery, Chalk Lane.
Large horticultural greenhouse worked by neighbouring farmer, horse grazing and mobile homes to be used for residential purposes.
Decision Object by vote of 6 to 3 to establishing the lawful use of the land for residential purposes as it is located in a Horticultural Development Area and should be used as a holding. The previously granted temporary permission was as a residence on a holding and only for the lives of the applicants and at their deaths the tolerated situation lapsed. Parish Council wish it to be noted that the temporary permission was granted for one mobile home only.

88 Gatehouse Nursery, Fletchers Lane.
Proposed single and two storey extensions to enlarge existing dwelling and create annexe. Internal and external adaptations to suit.
PC conclusion 27 June No Objection. CDC decision 5 July PERMIT (DEL - Delegated Decision)

6.0 Planning Correspondence.
6.1 SI/07/02136/DOM, Hope Villa, Mill Lane. Installation of wind turbine. Additional information from CDC, photographs of generator and turbine blades. The PC decided that this information did not alter the decision made 27 June 2007 to object to the application.
6.2 SI/06/03589/OUT Land north of Sunnybrook, Highleigh Road. Proposed cottage, Inspector rejected appeal by applicant against CDC refusal of planning permission.
6.3 Sidlesham Tyre Clinic, fire destroyed buildings. Enforcement Department report that consultation is in progress with the Economic Development Team and DC South regarding the possible redevelopment of the site.
