MINUTES
1.0 Apologies for absence. Received from Mrs Smart and Mr Harland.
2.0 Minutes of the planning meeting held 25 July 2007. Mrs Tull proposed, Mr Bond seconded and all agreed that the minutes should be signed as a true record.
3.0 Declarations by Councillors of personal interests in items on this agenda. None.
4.0 New Applications for discussion.
4.1 SI/07/03240/ELD, O.S. Grid Ref. 485137/97123.
Windward Nursery, Chalk Lane.
Previous description: Large horticultural greenhouse worked by neighbouring farmer, horse grazing and mobile homes to be used for residential purposes.
Amended description: Continued use of the site for the stationing of a mobile home/caravan for residential purposes.
This application was re-examined after discussion with CDC Enforcement Section about the factual requirements of an ELD application and receipt of the amended description.
Decision: No objection and to be recorded that to the best of the knowledge of the PC a mobile home positioned on the nursery was used as a residence continuously for at least twenty years until the death of the last surviving occupant, Mrs Jean Heath, in March 2007.
With the clarification of the application description the Parish Council removed the previous objection dated 25 July 2007. It was also noted that a large glasshouse on the site was still used for horticultural purposes by a local grower.

Decision: No objection.

The Crab And Lobster, Mill Lane. Installation of condensers to rear wall of toilets. (Note these are for wine and beer coolers)
Decision: No objection.
4.4 SI/07/03730/DOM. O.S. Grid Ref. 485337/97679.
Ivy Grange Keynor Lane. Alterations to dwelling and new conservatory (amendment to approved scheme: SI/04/03749/DOM).
Decision: No objection.
5.0 CDC Decisions since last PC planning meeting. For information.
5.1 SI/07/02779/DOM. Owl Barn, Brimfast Lane. Cart shed style covered area.
PC no objection 27 June 2007. CDC permit 1 August 2007
6.0 Appeal Decisions.
6.1 SI/06/03369/FUL. Little Oak Bonsai, Street End Lane. Appeal dismissed as replacement dwelling would result in loss of small dwelling (73m2 to 269m2, >50%).

7. Planning Correspondence.
7.1 Advance notice that T-Mobile will be submitting an application for a 15m communications mast to be sited to the east of the glasshouses on Sidlesham Nursery (Lambkins), Street End Road. Other suggested sites not in target area.
7.2 Notice received that the Holborow Lodge appeal to be heard 14 August at CDC.
(Mr Harland joined the meeting).
7.3 Mr Field read a communication from Mrs Pound relating to her application examined at the planning meeting of 27 July 2007, with argument that the PC should reconsider the objection decision. The Councillors all agreed there were no reasons to re-examine the application.
8. AOB.
8.1 Cycle stands. WSCC offer of free stands. Suggested application should be made for Sidlesham starting with the bus shelter locations. Also Clerk to ask SPCC if stands would be useful at the hall or Church.
8.2 Just north of the Paddock fuel station on the opposite side of the road is field with a severe infestation of Ragwort. Clerk to enquire how control can be enforced.
8.3 Next Planning Meeting 29 August 2007 (if applications are received for Sidlesham.)
