MINUTES
1.0 Apologies for absence. Received from Mr Harland. Mrs D Pound, Mr D Pound.
2.0 Minutes of the planning meeting held 29 August 2007. Mrs Tull proposed, Mr Bond seconded and all agreed that the minutes should be signed as a true record.
3.0 Declarations by Councillors of personal interests in items on this agenda. None.
4.0 New Applications for discussion.
4.1 SI/07/03789/DOM.
Flint Cottage, Mill Lane. Demolition of existing conservatory and formation of a garden room.
No Objection provided the windows comply with the requirements of a conservation area.
4.2 SI/07/04242/TCA.
St Mary’s Church, Church Lane. Notification of intention to fell 2 no. Ash trees (marked on plan as T1 and T3), Lateral prune back to main stem the horizontal branch over the footpath (leading to church) on 1 no. Poplar tree (marked on plan as T2).
No Objection.
4.3 SI/07/04555/FUL, SI/07/04559/LBC.
Easton Farm, Easton Lane. Alternative proposals to those approved under SI/06/04239/FUL for re-use of redundant agricultural barn as 2 no. dwellings (no. 1 and 2).
No Objection.
4.4 SI/07/04023/FUL.
24Chalk Lane. Proposed replacement agricultural store, proposed car port, proposed timber fence and gate to entranceway.
Part objection and considered response.
§ Objection to the two metre high close-boarded fence. Placed on the boundary of the nursery property it will obscure the site line for all road users around the right-angled bend of Chalk Lane. The very narrow lane has no footway. There is frequent motor traffic use and the lane is a right-of-way footpath and cycle-way. In addition the very urban fence with security gate would be out of place in the rural scene.
§ No objection in principle to the replacement of the agricultural building and carport. However, the house-like design of the building and fenestration does not look agricultural and the application does not detail the proposed building materials or specifications of the construction.
5.0 CDC Decisions since last PC planning meeting. For information.
5.1 SI/07/03251/TPA, St Mary’s Church, Church Lane. Fell 1 no. Lawson Cypress tree (T9), subject to TPO/2/SI.
SPC objected 25 July 2007, CDC granted consent 29 August 2007 (committee decision).
5.2 SI/07/03265/FUL, SI/07/03268/LBC, The Crab And Lobster, Mill Lane. Installation of condensers to rear wall of toilets. SPC no objection 9 August 2007, CDC permit 30 August 2007 (delegated decision).
5.3 SI/07/03730/DOM. Ivy Grange, Keynor Lane. Alterations to dwelling and new conservatory (amendment to approved scheme: SI/04/03749/DOM). SPC no objection 8 August 2007, CDC permit 6 September (delegated decision)
5.4 SI/07/03392/LBC, SI/07/03395/DOM. Fletchers, Lock gate Road. Erection of a Summerhouse and Pergola; alteration of a lobby and enlargement of a window’s no objection 8 August 2007, CDC permit 7 September 2007 (delegated decision).
6.0 Planning Correspondence.
6.1 Ivy Grange garage appeal. Appeal allowed, enforcement notice quashed. Conditions; ground floor motor vehicle use only of house occupiers, upper floor only for activities incidental to house with no music played before 0800 or after 2100.
6.2 Enforcement appeal inquiry for plots 1 & 3, Coneleys Yard, Jury Lane (COU to residential mobile homes) 2&3 October 2007, 10am, CDC East Pallant House.
6.3 Dee Cauldwell e-mail requesting support for Bunn’s coastal defence application.
The Parish Council agreed to support the use of private funds for coastal defence when central government funds were not available. Also to support this specific proposal provided adequate studies made to identify any risk from erosion effects around these hard defences on the adjacent unprotected shoreline.
7.0 AOB.
7.1 Sidlesham Quay. Several members of the public requested to speak about grievances concerning the running and local effects of the re-opened Crab and Lobster public house. As this was not an item on the agenda official discussion could not take place. It was requested that an item be included on the agenda of the next planning meeting of the Parish Council.
7.2 Next Planning Meeting Tuesday 9 October 2007.
