Planning Committee Meeting. 7 November 2007 Church Hall 7pm

Present: Mr A Harland (Chairman), Mrs D Kennedy, Mrs E Smart, Mrs C Ranjbar.  Clerk (Mr J Paul).  

MINUTES

1.0             Apology for absence. Received from. Mr C Field, Mrs T Tull, Mrs D Pound Mr C Bond, 

2.0             Minutes of the planning meeting held 9 October 2007.  Mrs Kennedy, Mrs Smart seconded and all agreed that the minutes should be signed as a true record. 

3.0             Declarations by Councillors of personal interests in items on this agenda. None.  

4.0             New Applications for discussion.

4.1                Melita Nursery Chalk Lane SI/07/05059/TPA. Reduce height by up to 7m and reduce by up to 3m (mainly sector overhanging the road) and deadwood on 14 no. Poplar trees within Group G7 subject to TPO/4/SI.PC decision, no objection to pruning and lopping, would like the operation to be directed by an experienced tree surgeon.  Pleased if all work on the trees, including the application under consideration, could be carried out in association with the Chalk Lane and Cow Lane Management Company.

4.2               Applegate Nursery Fletchers Lane. SI/07/04988/FUL. Replace existing stables and buildings with 3 no. new stables and hay store room.PC decision, no objection. PC requested condition that the stables only used in association with the use of Applegate Nursery, Fletchers Lane, as a dwelling

4.3               9A Cow Lane. SI/07/05282/COU.Retention of mobile home and installation of Klargester Septic Tank to provide temporary onsite sanitation and accommodation facilities for use by the owners of horses kept at the site.PC decision, object. ‘Change of use’ appears to be the establishment of a dwelling on a small piece of agricultural land within the Horticultural Development Area.   

4.4               9A Cow Lane. SI/07/05280/FUL.Alterations /conversion of existing barn to provide sanitation and accommodation facilities and erection of 2 no. timber stables and tack room for use by owners of horses to be kept at site.PC decision, object. This application seeks to consolidated the establishment of a dwelling   

5.0    CDC Decisions since last PC planning meeting. For information.

5.1            Thorverton, Selsey Road. SI/07/04108/DOM. To erect a 900mm close lapboard fence on top of existing wall. PC no objection 29/8/07; CDC permitted 2/10/07.

5.2       3 Easton Farm Barns, Easton Lane. SI/07/03855/FUL. Alternative proposals to those approved under SI/06/04239/FUL for re-use of redundant agricultural barn as 1 no. dwelling (No. 3). PC no objection 29/8/07; CDC permitted 4/10/07.

5.3       Flint Cottage, Mill Lane. SI/07/03789/DOM. Demolition of existing conservatory and formation of a garden room. PC no objection 19/9/07; CDC permitted 2/10/07.

5.4       St Mary’s Church, Church Lane. SI/07/04242/TCA. Notification of intention to fell two Ash trees. Lateral prune back to main stem the horizontal branch over the footpath (leading to church) on 1 no. Poplar. PC mo objection 19/9/07; CDC no tree preservation order i.e. permitted 9/10/07.

5.5               51 Selsey Road SI/07/03780/DOM Ground and first floor rear extensions. PC no objection 29/8/07; CDC permitted 10/10/07.

5.6               24 Chalk Lane. SI/07/04023/FUL. Proposed replacement agricultural store, carport, timber fence and gate to entranceway. PC objected 19 September 2007. The house-like design of the building and fenestration does not look agricultural; very urban fence with security gate would be out of place in the rural scene. CDC refused 29 October 2007 as outside the designated Settlement Policy Area; the building design is overly residential in character and tantamount to the creation of a dwelling house; there is no agricultural justification for the proposed building.

5.7       Easton Farm, Easton Lane. SI/07/04555/FUL. Alternative proposals to those approved under SI/06/04239/FUL for re-use of redundant agricultural barn as 2 no. dwellings (no. 1 and 2). PC no objection 19 October 2007, CDC permitted 26 October 2007. 

6.0             Planning Correspondence. See AOB 

7.      AOB.

7.1                Police: Under age drinking, vandalism. The Clerk contacted PCSO Keefe to report the various cases of vandalism that occurred recently in the B2145 / Lockgate Road area. Sean Keefe made two patrols in uniform, nothing suspicious seen.  Since then more broken beer bottles found in Watery Lane (6 November). Suggested and agreed that metal roof be considered for the damaged bus shelter. The photograph taken of a youth on top of the Sidlesham Common bus shelter unfortunately could not be identified as he obscured his face. The police have a copy.

7.2               Planning requirement question at Mill Hamlet House. CDC replied that garage building and boundary removal all within permitted development. PC requested Clerk to question again CDC about boundary fence removal and incorporation of field into house curtilage.

7.3               Stationing of a Mobile Home – Salliota Nursery. CDC replied to Clerk that it is within planning permission for accommodation of the site construction workers. 

7.4               Report (Mr Bond) of discussion with Crab and Lobster management.  Cooperation was agreed.   

7.5        PHLNRAB meeting 13 November. Sidlesham Church Hall.

7.6       Mrs Smart reported that a meeting was held of the Manhood PC Road Safety Committee. Deferred for full discussion at the next bi-monthly PC meeting.

7.7               School House report. Deferred for full discussion at the next bi-monthly PC meeting.

7.8               Manhood pupils bus transport. Now must use public transport route 51.  It is understood that Mrs Tull as the District Councillor contacted WSCC about this.  Deferred for full discussion at the next bi-monthly PC meeting.

7.9               Wind turbine. Hope Villa, Mill Lane. (SI/07/02136/DOM). Although refused planning permission in early August 2007 an 11 metre high turbine was erected last week. This is now a CDC Enforcement case and subject to many complaint messages to CDC from neighbours. The turbine causes flickering against the sun and bright sky and it is reported to generate an unacceptable level of noise.

7.10            Next planning meeting to precede the bi-monthly full PC meeting on 21 November
