1 Apologies for absence. Received and accepted from Mrs T Tull, Mr A Harland and Mr C Bond.
2 Minutes of the planning meeting held 16 July 2008 Mrs Pound proposed, Mr Pound seconded and all agreed that the minutes should be signed as a true record.

5 New Applications for discussion.
5.1 SI/08/02183/FUL.
Coneleys Yard 1 Jury Lane. Regularisation of position on use of land for the stationing of 6 no. residential caravans, 6 no. touring caravans for showman and staff, together with an area for storage.
Parish Council Decision: Object
Coneley’s yard is designated ‘Safeguarded travelling showpeoples site’ not divided into sub plots each to be given similar status. Any application should take account of the whole site. For application SI/08/00389/COU in February 2008 CDC permitted an application similar to this current one on a sub-division of the yard. This application if permitted would double the number of caravans to twenty-four. This would be a gross over-intensification of residential and touring caravans on the site.
The Parish Council to make a formal request for a CDC legal department ruling on the legality of subdivision of a designated safeguarded site with apparently multiplication of ‘rights’.
Additional reason for objection that no detailed justification of the need for family residential and staff accommodation is given in the application.
Parish Council to request CDC Councillor Mrs Tull to submit a ‘Red Card’ for this application.

63 Street End Lane. Use of land as residential garden/curtilage.
PERMIT 8 July 2008 (PC no objection 16 April 2008)
6.2 SI/08/02000/DOM
2 Chalder Farm Cottages. Erect 20m of 1.8m high close boarded fencing between 2 and 3 Chalder Farm Cottages.
REFUSE 4 July 2008 “The application site forms part of a small development comprising of only 3 dwellings in an isolated and deeply rural setting, which is a designated Rural Area. The proposed 1.8m high close-boarded fence, which would be 20m in length and would replace the existing traditional post and rail fence, would provide a very suburban feature which would have a significant and harmful impact upon the open and rural character of the vicinity. Furthermore, if approved, it would be difficult to resist close boarded fencing to other boundaries, the cumulative impact of which would detract from the visual amenity and rural character of the surrounding area.”
(PC objected 2 July 2008).
7 AOB.
7.1 Appeal against CDC decision to refuse full planning permission for SI/07/05214/FUL. Windward Nursery, mobile home for use as agricultural dwelling. PC decided to support the District Council decision to allow temporary permission during which occupants must prove agricultural viability of the nursery. Clerk to write.
