MINUTES. Planning Committee Meeting. 17 September 2008 Church Hall 7:00pm

Present: Mr C Field (Chairman), Mrs D Kennedy, Mrs C Ranjbar, Mrs D Pound, Mrs E Smart, Mrs P Tull, 
Mr A Harland, Mr C Bond and Mr D Pound.       Clerk (Mr J Paul).
Also present one member of the public and Mr A Chaplin (CC)
         
1 Apologies for absence. None as all Parish Councillors were present.
 
2 Minutes of the planning meeting held 27 August 2008     Mrs Pound proposed, Mr Pound seconded and all agreed that the minutes should be signed as a true record.

3 Matters arising from the above minutes. None

4 Declarations by Councillors. None 

5 New Applications for discussion.
5.1 SI/08/03525/ELD. Greatham Farm, Ham Road. Occupation of Great Ham Farmhouse contrary  to Condition 2 (Agricultural Occupancy) attached to Planning Permission SI/24/87.
 PC decision No Objection.

5.2 SI/08/03519/FUL.  Unit 4 Walnut Farm Science Park, Lockgate Road. Variation of condition 15  attached to planning permission SI/04/2288/FUL to allow use of building for office purposes  unconnected to the 3 units in the main barn.
PC decision No Objection.

5.3 SI/08/03433/LBC Old Post Cottage, Mill Lane. Installation of flue to rear garage wall. Removal  of existing fireplace and installation of redbrick fireplace and old oak beam plinth. Erection of a  small satellite dish on a 1-1.5m post at north end of rear garden.
PC decision No Objection.

5.4 SI/08/03112/FUL.  Salliota Nursery, The Causeway. Erection of storage building and erection  of staff rest room/w.c.
PC decision Object as there is no business plan given to justify the separate development of the  glasshouses from the rest of the site or evidence of need for the buildings.

5.5 SI/08/03137/ELD Littleacre, Keynor Lane. Residential caravan site. Subject to 2 conditions  imposed in 1992 limiting occupation to gypsies only and to Mary Lee and her family.
The whole premise of the permission for the site was that it was agreed that the use of the l and was a temporary gypsy site for Mrs Lee and family only.
Being a gypsy is to be a member of an ethnic group; therefore it cannot be given up as the agent  has  written.
The site allowed to be occupied by Mrs Lee and family is agricultural land, to remove the  conditions would change the status to development land.
To remove the conditions would be a precedent for other sites locally and nationally.
5.6 SI/08/03516/DOM Ivy Grange, Keynor Lane.  Single storey rear extension. First floor  extension and  alterations.
PC decision Object as ‘the large addition would be a further gross overdevelopment of this  house linking the house-like garage to the sprawling length of the property.’

5.7 SI/08/03378/FUL. Sidlesham Basket And Bedding Plant Nursery, Street End Road.
Change of use and alteration of existing green housing into Farm Shop and Tea Room.
PC decision No Objection.

6 CDC Decisions since last PC planning meeting.
6.1  SI/08/02313/DOM. Wychcote, Mill Lane. Alterations/extension to existing dwelling house to  include  the following:- 1) Rear dormer  window  extension at first floor 2) Alterations to existing  roof profile 3)  Replacement to existing timber windows with new timber windows to match  original cottage style.  PERMIT

6.2 SI/08/02247/FUL. 68 Street End Lane. Commercial greenhouse to replace existing  greenhouses.  PERMIT

6.3 SI/08/02721/DOM. 8 Cow Lane.  First floor rear extension to house. New roof to front dormer.  New porch to front door, replacement of one conservatory (south elevation). PERMIT

7 AOB. 
7.1 Pagham Harbour Local Nature Reserve. Proposed development of offices and visitor facilities.
Members of the Parish Council met with the Warden on Monday 14 September at the proposed site. The site visit followed a presentation on the subject by the project manager at the Annual Parish Meeting on 28 May 2008. The proposal is to relocate from the current position adjacent to the Selsey road east to the in filled tip at the edge of the harbour to the north of the drainage canal.  Road access, service mains, exterior lighting etc to be installed. A questionnaire survey has been circulated to harbour visitors and the Parish Council.
After lengthy discussion the Parish Council instructed the Clerk to write a response letter to the project organization rather than completing the set questions of the survey. The Parish Council response to state that new office and education facilities were required but the proposal was over ambitious; excessive in scale and proposed expense; that the aims were in conflict with the idea of a tranquil, wild reserve; that the tourist aim appeared incompatible with the aims and objects of the conservation area and scientific designations bestowed on the reserve. The Parish Council considered new facilities at much lower cost would be better placed at the same location as the current buildings but with good pedestrian and wheelchair  path access to the harbour.   (Note, no planning applications have been made and all proposals are very long term)
