Minutes of the Bi-monthly Parish Council Meeting 17 September 2008

Church Hall 8:20pm

Present: Mr A Harland (Chairman), Mrs D Kennedy, Mrs C Ranjbar, Mrs D Pound, Mrs E Smart,
Mrs P Tull, Mr C Field, Mr C Bond (until item 9.1) and Mr D Pound.                    Clerk (Mr J Paul).
Also present one member of the public.

1. Apologies for absence. None as all Parish Councillors present.
2. Minutes of the Parish Council Meeting held 16 July 2008.   Mrs Tull proposed and
 Mrs Smart seconded that the minutes should be signed as a correct record.
3 Declarations by Councillors of personal interests in items on this agenda. None
4 Matters arising from the above minutes not dealt with in separate items on the agenda.
4.1 (10.3) SPC / PCC churchyard representatives. Mrs Tull, Mr Field and Mr Paul propose to attend  a meeting with the PCC on 14 October.
4.2 (7.1) Consideration to installing a shelter at the bus stop on Paddock Straight (western side).  The Clerk requested data from the bus company; a reply from the Chichester Manager stated  that data was only available for fare stages, however, he had questioned the drivers who  collectively considered the use of this bus stop was very light and did not warrant a shelter.
5. Parish Consultation.
5.1 A door to door survey of Manhood Lane residents, seeking their opinion of the suggested  possible construction of a playground on the grass centre of the lane, was carried out by Mrs  Ranjbar and Mr Harland. Responses were divided equally for and against. This information to be  passed to a playground work-group if formed. To date only a very few residents had expressed  interest in taking part in the work group; a list to be collated by the Clerk and after a few weeks the viability of the work-group to be considered by the Parish Council.
5.2 Hall work-group. Responses to take part in a work-group will be collated for the PC.
5.2 Highways, footpaths and cycle ways policy. As a data list from the May questionnaire was not  available the topic was deferred until the November meeting.
6 Highways, footpaths and cycle ways. General items.
6.1 The WSCC South Chichester Central Local Committee next meeting will consider the use of S106 money on a junction in Sidlesham.
6.2  A deep pothole has developed in Boxham Lane; Clerk to report to Highways.
7 Amenities and Assets.
7.1 Recreation Ground; A meeting of Councillors and the Clerk will take place 14 October.
8 Finance
The Clerk reported that a welcome grant of £900 was received from CDC towards the Mill  Site bench cost also the second instalment of the precept was received (£6467.50)
The clerk requests approval and recording of the following transactions.

Mrs Tull proposed the transactions be accepted en bloc, Mr Bond seconded and all present agreed.
Correspondence.  
9.1 Gypsy and Traveller accommodation needs, SEE Regional Assembly. Response from Mrs Pound  through the Clerk by 21/11/08
9.2 Minerals & Waste Development Framework. Forum 16/10/08 Clerk to reply PC not attending.
9.3 South East Plan, summary leaflet. Circulated to PC.
9.4 Action in rural Sussex AGM 7/11/08 Mrs Tull will attend as the District Councillor and will  report back to the PC.
9.5 CABureau APM 7/10/08. Circulated to PC.
9.6 Play Development Officer CDC survey of equipment. Reply by 1/10/08 Clerk to reply.
9.7 CDC Flood survey for winter 2008, PC will let the clerk know of any flooding before 31/3/09.
9.8 A consultation document by the NHS on the Primary Care Trust constitutional draft requested  responses by the 17 October from the PC. Mrs Tull agreed to read it and reply through the  Clerk.
10 Reports.
10.1 Mr Harland reported on the Peninsula Forum meeting. Full text is available on the District  Council website www.chichester.gov.uk . A major item was a report on the proposed  development of the Pagham Harbour Reserve. 
For the record, with reference to the proposed development, the following is an extract from  the SPC Planning Committee meeting 17 September 2008.
(7.1) Pagham Harbour Local Nature Reserve. Proposed development of offices and visitor facilities. Members of the Parish Council met with the warden on Monday 14 September at the proposed site. The site visit followed a presentation on the subject by the project manager at the Annual Parish Meeting on 28 May 2008. The proposal is to relocate from the current position adjacent to the Selsey road east to the in filled tip at the edge of the harbour to the north of the drainage canal.  Road access, service mains, exterior lighting etc to be installed. A questionnaire survey has been circulated to harbour visitors and the Parish Council. After lengthy discussion the Parish Council instructed the Clerk to write a response letter to the project organization rather than completing the set questions of the survey. The Parish Council response to state that new office and education facilities were required but the proposal was over ambitious; excessive in scale and proposed expense; that the aims were in conflict with the idea of a tranquil, wild reserve; that the tourist aim appeared incompatible with the aims and objects of the conservation area and scientific designations bestowed on the reserve. The Parish Council considered new facilities at much lower cost would be better placed at the same location as the current buildings but with good pedestrian and wheelchair  path access to the harbour.  (Note, no planning applications have been made and all proposals are very long term)               
10.2 Mr Field reported on the Manhood Parishes Road Safety Group. The main item was that the  police had decided to supply SIDs rather than Councils buying the road signs. Sussex Police  issued a code of conduct, also instructions/examples for generic and specific risk assessments.  The use of the £2000 grant obtained and held by STAG for the proposed parishes collective  purchase of a SID would need to be discussed with WSCC CLC to see where the money should  be redirected.
Volunteers to operate the SID were required. Residents of Sidlesham and STAG as an  organisation to be asked if anyone wished to participate. When ready to precede reflective  tabards are need and a storage place for the SID.
10.3 Mr Harland and Mr Field reported on the inaugural meeting of the Pagham Harbour Coastal  Issues  Advisory Group. A collective group organised by Adur DC. The major topic was the huge  loss of  gravel to the sea from Pagham beach. Pagham PC proposed to add a £5 levy to each  household precept for defence purposes and would possibly look to other parishes for  contributions.

10.4 Mr Harland and Mr Field reported that the Selsey Coastal Defence group supported the CDC  coastal strategy. PC agreed that SPC representatives would not attend future meetings but  that the PC should be kept informed.
10.5 Mr Pound attended a meeting of the WSCC County Local Committee. Full minutes are on WSCC  website, a local item was a road survey questionnaire carried out by Selsey TC. The B2145 not  surprisingly was criticized. More buses off peak and at week-ends etc were requested.
