MINUTES. Planning Committee Meeting. 21 January 2009 Church Hall 7:00pm
Present: Mr Field (Chairman), Mrs C Ranjbar, Mrs T Tull, Mrs D Kennedy, Mrs D Pound, Mrs E Smart, Mr C Bond and Mr D Pound.
Clerk (Mr J Paul). Six members of the public attended.
1 Apology for absence. Mr A Harland, Mr A Chaplin.
2. Minutes of the planning meeting held 8 December 2008 Mr Pound proposed, Mrs Ranjbar seconded and all agreed that the minutes should be signed as a true record.
3. Matters arising from the above minutes. None
4. Declarations by Councillors of personal interests. Mr Field and Mrs Tull declared an interest in item 5.2
5. New Applications.
5.1 SI/08/04363/FUL. Quay House, Mill Lane. Change of use of existing garage with workshops over to form living accommodation ancillary to Quay House. The plans submitted were as seen for SI/08/04384/LBC see item 6.1, the PC considered this at a previous meeting.
5.2 SI/08/05054/FUL. Mapsons Farm Highleigh Road. Change of use and conversion of half an existing farm building to form loose boxes. Building an outdoor arena, erecting a horsewalker and adequate parking. SPC decision No Objection, supported application.
5.3 SI/08/05107/DOM Sunnybrook Barn Highleigh Road. Additional openings and external staircase to loft/storage area of garage. SPC decision No Objection.
5.4 SI/08/04819/FUL 13 Landseer House Cow Lane. Upgrading and alteration of existing outbuilding for use as 2 no. holiday units. SPC decision No Objection.
5.5 SI/08/05151/DOM. Small Barn, Bremere Lane. Two storey extension to the rear of existing dwelling. SPC decision No Objection
6. CDC Decisions since last PC planning meeting.
6.1 SI/08/04384/LBC. Quay House, Mill Lane. Change of use of existing garage with workshops over to form living accommodation ancillary to Quay House. PERMIT
6.2 SI/08/04683/TCA. Jubilee Cottage. Mill Lane. Notification of intention to re-pollard back down to 4- 7m on 5 no. Poplar trees. NOT TO PREPARE A TREE PRESERVATION ORDER
6.3 SI/08/04774/PNO. Greatham Farm, Ham Road. Grain store extension. PRIOR APPROVAL NOT REQUIRED
6.4 SI/08/04618/DOM 3 Shotford Cottages Selsey Road.Two storey rear extension. PERMIT
7. Correspondence
7.1 Chichester Harbour Conservancy. The PC was informed that an application was submitted to CDC to recycle 15,000 tons of sand and shingle into the hinge and neck area of East Head in Chichester Harbour. The plan to involve recycling material from the north to the south of East Head to create an enlarged barrier beach that will significantly widen and strengthen the point of the beach where East Head joins the West Wittering car park. This to be the first step in implementing the new Coastal Defence Strategy for the West Wittering and East Head frontages, expected start in March 2009
7.2 Selsey application – Pye Field, Consideration of this application by CDC is due 28 January. A response was sent on 9 December 2008 from SPC expressing objection to the proposals on the grounds that it would lead to increased traffic on the B2145 and that Selsey was ill equipped to deal with increased pressure on the service facilities. Very many residents and neighbouring parish councils also wrote in similar style objecting to the proposals.
