MINUTES. Planning Committee Meeting. 3 June 2009

1 Apology for absence. Mr C Bond Mrs D Pound and Mr A Harland.
2. Minutes of the planning meeting held 14 April 2009. Mrs Kennedy proposed, Mrs Tull seconded and all agreed that the minutes should be signed as a true record.
3. Matters arising from the above minutes.
3.1 (7.1) Enforcement Section of CDC Planning informed SPC that due to no co-operation from 35 Chalk Lane prosecution proceedings will be considered.
4. Declarations by Councillors of personal interests. None
5. New Applications.
5.1 SI/09/01861/DOM Boxham Lane Cottage, 1 Boxham Lane.1 1/2 storey extension and garage.
Object: The high, large extension would not be compatible with the existing small cottage; the proposed cladding in wood would be out of place and not sympathetic to the existing build materials. The proposed large garage and extension would be an overdevelopment of the site.
6. CDC Decisions since last PC planning meeting. For information.
6.1 SI/09/00566/LBC. Old Post Cottage Mill Lane. Remove first floor dual aspect window in rear elevation and replace with single aspect window. Repaint front and rear doors of property. Repaint doors of three outhouses. PERMIT
6.2 SI/09/00293/DOM. Ivy Grange Keynor Lane. Single storey rear extension. PERMIT
6.3 SI/09/00842/LBC. Hawthorn Cottage Mill Lane. Retrospective planning application for the rebuilding of the conservatory to the rear of Hawthorn Cottage and to replace a white uPVC window to the south with a timber sash window painted to match existing windows and sealed shut. PERMIT
6.4 SI/09/00482/FUL. Littleton Barn Selsey Road. Blocked up openings reopened with lockable timber shutters. New windows formed to match existing blocked window size with lockable timber shutters. PERMIT
7 Planning Correspondence
7.1 SI/07/00499/CONHH Hope Villa, Mill Lane, Sidlesham – wind turbine from HM Inspector April 2009“…the wind turbine generator fails to preserve or enhance the character and appearance of the Sidlesham Quay Conservation Area, and therefore conflicts with saved policy CH4 of the West Sussex Structure Plan 2001-2016 (SP) and with saved policy BE6 of the Chichester District Local Plan First Review 1999 (LP), both of which require conservation areas to be preserved and, where possible enhanced.…PPS22 ‘Renewable Energy’ requires significant weight to be given to the wider economic and environmental benefits of renewable energy projects.… In this case, I consider that the wind turbine generator has significant adverse effects on the character and appearance of the conservation area and its setting and those adverse effects are not clearly outweighed by its benefits. … I consider that the development is unacceptable. … I conclude that the appeal and the deemed planning application should fail. I shall therefore uphold the enforcement notice.” DISMISSED Enforcement notice upheld.
8 AOB
8.1 Anti-skid surface at Anchor bend has been lost. Highways informed the Clerk in February 2008 that this was responsibility of the Accident Prevention team at County Hall. Mr Field agreed to progress through Manhood Parishes Road Safety Group as this topic was raised at their April 2009 meeting.
