MINUTES. Planning Committee Meeting. 19 August 2009

Church Hall 7:00pm
Present: Mr Field (Chairman), Mrs C Ranjbar, Mrs E Smart, Mrs D Kennedy, Mrs T Tull , Mrs D Pound, Mr A Harland and Mr A Malir. Clerk (Mr J Paul).  One member of the public.

2. Minutes of the planning meeting held 15 July 2009.  Mr Harland proposed, Mrs Smart
seconded and all agreed that the minutes should be signed as a true record.

3. Matters arising from the above minutes. None

4. Declarations by Councillors of personal interests.  None.
 
5. Confirmation of no objection response made 31 July 2009 to CDC.
5.1 SI/09/02713/LBC. Halseys Farm House, Mill Lane. Removal of thatch roof covering (On granary) and replacement with salvaged plain clay tiles to match adjacent house roof.
A meeting open to the public was not possible to discuss this application. Notices were posted asking for any public comments to be made to the Clerk, none were received. All Councillors were contacted for comment; all had no objection to the application.

6. New Applications.
 
6.1 SI/09/02498/COU.  Greenacres Nursery, Keynor Lane. Permanent planning permission sought for a mobile home.
PC conclusion, Object
The Council objected to the application for permanent permission but considered that temporary permission with the ability to apply for renewal at intervals was more fitting for this establishment.

6.2 SI/09/02889/DOM. Hope Cottage, Highleigh Road.  Front entrance porch, rear kitchen extension, rear dormer.  Replace existing Velux rooflights with conservation rooflights, rationalising number and location.

6.3 SI/09/02993/DOM. Boxham Lane Cottage, Boxham Lane. Single storey extension.

6.4 SI/09/02666/FUL.  Chichester Canvas Chichester Road.  Palisade fencing to the front of property fronting Chichester Road. 2.1 metres high to incorporate 2 no. gates.
PC conclusion, Object
The Council objected to the fencing considering it would be too obtrusive in this rural road-scene.
However, the Council recognised the need for security suggesting a fence further back from the road-side and screened by an indigenous species hedge eg hawthorn.

6.5 SI/09/02838/FUL.  Three Oaks Nursery Selsey Road.  Erection of packing shed.

7. CDC Decisions since last PC planning meeting.

7.1 SI/09/02423/PLD. Boxham Lane Cottage, 1 Boxham Lane. Erection of summer house in garden. REFUSE.  “CDC  The building operation does not meet the requirements of Schedule 2, Part 1, Class E1(d) of the Town and Country Planning (General Permitted Development) Order 1995 (as amended), as the proposed summerhouse will be situated forward of a principal elevation. A formal planning application will be required.”

7.2 SI/09/01993/DOM. 64 Street End Lane.  Alterations and extension to form new living/dining room and first floor master bedroom suite and replacement conservatory. PERMIT

7.3 SI/09/02177/DOM.  Brimfast House Brimfast Lane.  Two storey chalet link extension and two storey rear extension.  Re-submission of SI/08/04037/DOM. PERMIT

7.4 SI/09/02254/COU. 14A Chalk Lane Sidlesham. Siting of mobile home or residential caravan for agricultural worker for temporary period of three years. PERMIT
7.5  SI/09/02420/LBC. Keynor House Cow Lane. Minor internal alterations and remedial works including installation of new rooflights. PERMIT

8 Planning Correspondence  None

9 AOB
9.1 Following reports of mobile homes in use as residences on Fletchers Lane holdings Mrs Smart made enquiries at nurseries and to the District Council. The conclusions were there are five mobile homes in use by migrant workers but are within the accepted regulations for itinerant agricultural / horticultural workers.   The Parish Council concluded that the situation was acceptable but should be kept under observation.

9.2 During renovations a terrace cottage in Mill Lane has had a temporary roof of tarpaulin. Little work has happened for some time and adjacent properties are concerned about damp. The Parish Council considered the legal and enforcement situation requires investigation. Action Mrs Tull and JP.

9.3 Children and Family Centre, next to Seal School, Selsey. Mr Harland reported that a grand opening was to take place on 11 September at 2:30pm. This centre was to serve the whole of the Manhood Peninsula. An invitation was received for him to attend. A previous commitment prevented his attendance. Unfortunately no other members were available; therefore Mr Harland would inform the organisers.

9.4 Playground. Mr Harland reported that not all sources of grant monies were available to Parish Councils, he was following up further funding possibilities.
