MINUTES. Planning Committee Meeting. 16 September 2009

1 Apology for absence. None, all present
2. Minutes of the planning meeting held 2 September 2009. Mrs Smart proposed, Mr Harland seconded and all agreed that the minutes should be signed as a true record.
3. Matters arising from the above minutes. None
4. Declarations by Councillors of personal interests. None.
5. New Applications for discussion.
5.1 SI/09/03860/COU. Easton Farm, Easton Lane. Change of use of former Farm building to B1 and B8 uses together with car servicing and repair and boat repair/maintenance.
Council conclusion: – No Objection but some reservations and requests registered for consideration by the District Council: -
• Easton Lane is extremely narrow and the edges are severely damaged in places. Before any increase in traffic is allowed the road requires modification and repair.
• In the interest of the quiet nature of the rural area work needs to be restricted to inside the barns.
• Light pollution should be kept to a minimum with no lights outside work times other than PIR activated security lamps.
5.2 SI/09/03292/FUL. Bramleys, Chalk Lane. Change of use from horticultural nursery to land for use as a recreational/leisure plot and the keeping of horses together with the erection of stables, feed store, tack room and wash room. All uses to be hobby uses and not commercial. Council conclusion: – No Objection.
5.3 SI/09/02443/DOM. 2 Cymens Ora Keynor Lane. Single storey rear extension. Wet floor shower room with wheelchair access ramp for disabled person. These amended plans were similar to the previous application but with scaling note and plans drawn of the correct house number 2 not 4. Council conclusion: – No Objection
6. CDC Decisions since last PC planning meeting.
6.1 SI/09/02713/LBC. Halseys Farm House, Mill Lane. Removal of thatch roof covering and replacement with salvaged plain clay tiles to match adjacent house roof. PERMIT
7 Planning Correspondence
7.1 Letter from Mr P Zwinkels of Madestein UK Ltd. This stated views about items discussed during the PC examination of application SI/09/02737/FUL at the previous planning meeting. All Councillors had received and read a copy of the letter. It was agreed that there were no reasons to change the conclusion to object reached on the 2 September and already conveyed to the District Council.
8 AOB
8.1 Letter from Mrs Ev Florin following her observation of the Parish Council’s planning meeting on 2nd September. Mr Harland read out the letter and his reply. Mrs Florin was critical of the Councillors apparent lack of prior knowledge of application details. Mr Harland explained in his reply that only reduced copies of plans were available before meetings; many details required examination and discussion of the large plans.
