MINUTES. Planning Committee Meeting. 7 October 2009

 Church Hall 7:00pm

Present: Mr Field (Chairman), Mrs E Smart, Mrs D Pound, Mr C Bond and Mr A Malir
Clerk (Mr J Paul).
Two members of the public. 

1 Apology for absence. Mrs C Ranjbar, Mrs T Tull and Mr A Harland.
2. Minutes of the planning meeting held 16 September 2009.  Mrs Smart proposed, Mr Malir seconded and all agreed that the minutes should be signed as a true record.
3. Matters arising from the above minutes. None
4. Declarations by Councillors of personal interests.  None.
 
5. New Applications for discussion.
 5.1  SI/09/03555/LBC.  Highleigh Pound, Highleigh Road. To add a window to the art room at the back of  the house, in order to provide sufficient north / west light.
 Council conclusion: – No Objection
5.2 SI/09/03556/DOM.  Keynor Cottage, Keynor Lane. Rear ground floor extension to form guest  bedroom.
 Council conclusion: – No Objection
5.3 SI/09/03416/DOM Hope Cottage Highleigh Road Two dormer windows on north elevation.
 Council conclusion: – No Objection
5.4 SI/09/03041/FUL Chalder Farm Church Farm Lane Erection of agricultural building  to house dry stock.  Council conclusion: – No Objection and support the proposal.
5.5 A letter was tabled from a CDC planning officer relating to application SI/09/03211/COU (Lockgate  Nurseries, 72 Lockgate Road. Change of use from horticultural packing shed to Bio Diesel production).  This was dealt with at the 16 September meeting when the Council’s conclusion was to Object due to  insufficient information in the application.  Information was then considered lacking on environmental  protection (bunds etc); the scale of the operation; the industrial processes; also the likely increase in  volumes of materials and traffic. The Officer’s letter dealt with all these issues having obtained the  information from the applicant. The Parish Council revisited the application and concluded that all the  issues had been dealt with sufficient for the objection to be withdrawn. Clerk to inform the CDC case  officer.
6. CDC Decisions since last PC planning meeting.
6.1 SI/09/02498/COU. Greenacres Nursery, Keynor Lane. Permanent planning permission sought for a  mobile home. REFUSE
6.2 SI/09/02838/FUL. Three Oaks Nursery, Selsey Road. Erection of packing shed. PERMIT
6.3 SI/09/02993/DOM. Boxham Lane Cottage, Boxham Lane. Single storey extension. PERMIT
6.4 SI/09/03235/TCA. Shotford Manor House, Mill Lane.  Notification of intention to remove the lowest  north-westerly branch and create a 2m clearance between the tree’s canopy and the two adjacent  properties. NOT TO PREPARE A TREE PRESERVATION ORDER
6.5 SI/09/02666/FUL. Chichester Canvas, Chichester Road.  Palisade fencing to the front of property  fronting Chichester Road. 2.1 metres high to incorporate 2 no. gates. REFUSE
6.6 SI/09/02737/FUL. Easton Farm, Easton Lane. Glasshouse, office building and associated works.  WITHDRAWN. Some discussion took place on the Local Plan references. Clerk to circulate to the  councillors relevant letters and papers from the CDC website relating to the LP and the CDC viewpoint.
 7 Planning Correspondence None
 8 AOB The Tyre Clinic site continues to be an extreme eyesore at the entrance to the Parish. The Council decided that action was needed, first by direct discussion with the owner, if this fails further attempts to have CDC Enforcement take action.
