Minutes of Planning Committee Meeting. 28 October 2009

The meeting was divided into two sections.
A. 7:00pm Affordable Housing open meeting. Presentation by Mr Sam Irving (CDC Rural Housing Enabler).
Mr Irving gave an in depth presentation in which he defined what is ‘affordable housing’ and in what areas it is usually built. He specified that for areas without a Settlement Policy Area, such as Sidlesham, the type of housing is invariably rented, built as small groups of 4 or 5 dwellings, that are for people with local connection. These are built to attractive styles to fit in with established houses. Such small scale developments are defined as exception sites as they are exceptions to current planning policy. Mr Irving illustrated his presentation with photographs of such developments in rural areas around Chichester. People on the housing list bid for dwellings in regular listings. Applicants are categorised ABCDE depending on need, homes are allocated after consideration of need. In Sidlesham there are 27 dwellings rented from housing authority but these are not reserved for applicants with local connection also they very rarely become available. Land for exception sites is usually bought at about or just above agricultural land price.
B. 7:45pm Planning Committee meeting.

5.1 SI/09/04093/ELD. Applegate Nursery, Fletchers Lane
Erection of dwelling without implementing planning permission SI/54/89
The Parish Councillors concluded that there was insufficient information and guidance in the District Council package and website on what they were to consider.
The Council’s response could only be that the house has been there for more than four years.
5.2 SI/09/03476/FUL. Enborne Properties Ltd Block B Enborne Business Park Selsey Road.
Work bay extension to existing MOT station.
PC decision, no objection.
5.3 SI/09/03443/FUL. Enborne Properties Ltd, Enborne Business Park, Selsey Road.
Internal alterations to block ‘A’ and change of use to provide outside seating area.

6. CDC Decisions since last PC planning meeting.
6.1 SI/09/02804/FUL
Longacre, Highleigh Road. Single dwelling house to replace existing. PERMIT
6.2 SI/09/03555/LBC
Highleigh Pound, Highleigh Road. To add a window to the art room at the back of the house, in order to provide sufficient north / west light. PERMIT
7 School House development consultation.
The house was used until 2000 as accommodation for teachers then a scheme to develop the building for key worker housing failed, the building deteriorated and for several years was boarded up. School House was declared redundant by the County Council in 2007. Schemes were requested by WSCC for alternative housing.
Hastoe Housing Association developed a plan for affordable homes and on 20th October the Association held a consultation event at the school; presenting a plan to divide School House into two flats with three family homes to be built in the garden.
Those attending the consultation meeting on the 20th October were asked to complete feedback forms. An analysis of these feedback forms was presented to the Parish Council Committee meeting and the views of members of the public at the PC meeting were invited also. Several expressed an opinion that the use of the building should be changed from housing to educational purposes eg a Pre-School group. This was realised to be a very expensive proposition, not impossible but requiring a strong financial plan (and very quickly) if the WSCC proposal was to be reversed.
The Parish Councillors were asked to vote that if WSCC decide to go ahead with the current plan it should be supported. The vote fore was unanimous.
8. Planning Correspondence None
9. AOB The burned out Tyre Clinic site is still an extreme eyesore at the entrance to the Parish. The Council decided that action was needed and if persuasion continues to fail CDC should take enforcement action.
