MINUTES of Planning Committee Meeting. 3 February 2010

Church Hall 7:00pm

Present: Mr Field (Chairman), Mrs C Ranjbar, Mrs T Tull, Mrs D Pound, Mrs D Kennedy, Mr A Harland,
Mr C Bond and Mr A Malir.
Clerk (Mr J Paul) and four members of the public.
 
1 Apology for absence. Received from Mrs Smart
 
2. Minutes of the planning meeting held 20 January 2009.Mrs Tull proposed and Mr Harland  seconded that the minutes be signed as a correct record. All Councillors agreed.  

3. Matters arising from the above minutes. None
 
4. Declarations by Councillors of personal interests. Mrs Pound declared an interest in item 5.4.

5. New Applications for discussion.

 5.1 SI/10/00086/FUL. 86 Fletchers Lane. Demolition of existing house and erection of replacement dwelling with associated garage and boundary wall.
Conclusion- objection by a vote of 7 to 1
The Council objected to:-
• The stark appearance of the structure, out of keeping in a road dominated by the ex- Land Settlement houses. The dominating features of a sombre rendered wall and a zinc roof would not fit or blend with the Fletchers Lane street scene. The design is not sympathetic to a rural setting.
• Curtilage delineated by a rendered wall rather than hedges.
Positive points:-
• Exciting concept to propose a modern design as a replacement house.
• Position back from the roadway to give space.
• The many energy saving initiatives.
• Concept of a house suitable for multi-generation family occupation.
5.2 SI/10/00134/COU.  The Forge, Lockgate Road. Use of premises for vehicle preparation prior to sale comprising mechanical repairs and servicing and valeting (no body work or spraying of vehicles).
Conclusion- No Objection (but with requests)
No objection to the change of use but clarification requested from CDC whether all three units of the building were to become B1 classified use or only the one unit as at present?
Also if the application is permitted certain conditions requested to be imposed.
• All vehicles associated with the company (including employees’ and visitors’ vehicles) to be parked off the road on ‘The Forge’ premises.
• Access not suitable for very large vehicles.
• Hours of business to be in keeping with the location
  8.00 to 18.00 Monday to Friday. 8.00 to 12.00 Saturdays. No Sunday or Bank Holiday work.

5.3 SI/09/04953/TPA. St Marys Church, Church Lane. Lateral prune 1m off roof (fading into high canopy on 1 no. Yew tree (T21) (marked on plan as T2) subject to SI/76/00936/TPO. O.S. Grid Ref. 485572/99019
Conclusion- No Objection.

5.4 SI/09/05073/TCA. St Marys Church, Church Lane. Notification of intention to crown reduce by 1-1.5m, crown thin by 10% and deadwood 1 no. Crab Apple (T1).  Prune off roof line on 1 no. Ash tree (T3).
Conclusion-No Objection (Mrs Pound took no part see item 4)
 6. CDC Decisions since last PC planning meeting.

 6.1 SI/09/03860/COU. Easton Farm, Easton Lane. Change DC of use of former Farm building to B1 and B8 uses together with car servicing and repair and boat repair/maintenance.  PERMIT WITH S106

6.2 SI/09/04882/TPA. 35A Chalk Lane Sidlesham, fell 2 no. Poplar trees (1 no. adj to southside of bridge and 1 no. fourth tree from the south side of the bridge).  Prune limbs on remaining 3 no. Poplar trees which are hazardous to the phone wires on west side (trees on south side of bridge).  Remove large, low bough, and 1 no. limb on west side (over the phone wires) on 1 no. Poplar tree (on north side and adjacent to bridge).  Remove east stem (on next tree) 1 no. Poplar tree.  Remove 1 no. bough (over wires on west side of the (third tree)) 1 no. Poplar.  Remove 1 no. bough over wires on the west side (of the fifth tree) 1 no. Poplar. On all (8 no. Poplar trees) remove old stubs and deadwood.  All 8 trees are within Group, G3 subject to SI/86/00938/TPO.

7 Planning Correspondence
7.1 SI/09/02498/COU; DLCG Ref No: APP/L3815/A/09/2115242/NWF. Change of appeal date. Appeal against the District Council’s refusal of planning permission for Permanent planning permission for a mobile home. Site Location:  Greenacres Nursery, Keynor Lane, Sidlesham. the Hearing for this case to be held at 10.00 am on Tuesday 16th February 2010 at WSCC, County Hall, West Street, Chichester.  The Public may attend and at the Inspector’s discretion give their views.
 
8 AOB
8.1 An entrance was under construction from a field on the south side of Keynor Lane between the junctions with Chalk Lane and Cow Lane. The PC received a request to know if this was permitted. On investigation it appeared to be made from on an existing gateway. The Clerk to seek confirmation.

8.2 The flood water issuing from a cover on the B2145 opposite the petrol station was suspected to be associated with rain water drainage and possibly sewerage. The Clerk to seek further information.
