MINUTES of Planning Committee Meeting. 7 April 2010

Church Hall 7:00pm

Present: Mr Field (Chairman), Mrs C Ranjbar, Mrs E Smart, Mrs Pound, Mrs Kennedy and Mr A Harland,
Mr J Paul (Clerk).
 
1. Apology for absence. Received from Mrs T Tull, Mr A Malir Mr C Bond
2. Minutes of the planning meeting held 17 March 2010.  Mr Harland proposed and Mrs Smart seconded that the minutes be signed as a correct record. All Councillors agreed.  
3. Matters arising from the above minutes.  None
4. Declarations by Councillors of personal interests. None

5. New Applications.
5.1 SI/10/00690/DOM. Land South East Of Little Acre Keynor Lane, Sidlesham. To erect a 2m closeboard fence along the front of property. The fence is 4m from the road with a 1m grass  verge, a 1.5m ditch  and a 1.5m deep hedge row.  More hedging to be planted to thicken up the hedge.
OBJECT. The Parish Council did not object to the retrospective erection of the fence but did object to the hedge. It was considered the species planted were inappropriate. As Keynor Lane is a country road  Council  would prefer to see the current hedge removed and re-planted to benefit the rural environment  and lane scene.  The plants to be indigenous hedgerow species.
5.2 SI/10/00793/FUL.  Land South Of Units A To D Jury Lane Sidlesham Common West Sussex Erection 19m x 6.7m block work building. For the manufacture of small water craft and repairs of GRP  boats.
 No Objection. (Conditions requested). The Parish Council did not object to the application to erect the building but considered the facilities as given were inadequate. The response to request of CDC Planning  that provision be stipulated for the correct storage of chemicals and that all waste from the  manufacturing process (including any chemical waste) should be contained and disposed of correctly.  Also that adequate measures should be imposed to restrict fumes.
The Parish  Council considered also that as the application did not provide for washing and toilet facilities for the staff any permission should make such facilities conditions of approval.

6.1 SI/09/05111/ELD. Berryrose Garden Cottage, Use of property as a self contained dwellinghouse. PERMIT
6.2 SI/09/05157/FUL. Marsh Farm, Church Farm Lane.  Erection of agricultural building to house dry stock – variation of existing permission SI/09/03041/FUL. PERMIT
6.3 SI/10/00202/FUL. Three Oaks Nursery Selsey Road. Siting of mobile home for agricultural worker for temporary period of three years. PERMIT
6.4 SI/09/04093/ELD Applegate Nursery, Fletchers Lane.  Erection of dwelling without implementing planning permission SI/54/89. PERMIT

7.1  Trees in Chalk Lane email from resident that care to be taken.
7.2 The Forge, Lockgate Road, email from Planning on classification. Forwarded to PC 23 March

8   AOB
8.1 Public rights of way; WSCC will be inspecting those in Sidlesham shortly. It was noted that a fingerpost was missing at the junction of FP61 and Rotton Row also FP 62 opposite Highleigh NB was impassable up to FP63. Meeting closed 7:45pm
