<p>How many homes do we need, and where should we put them?</p>
<p>These are the questions the District Council will be asking you in a public consultation from 26 August to 23 September 2011.</p>
<p>This will be your opportunity to influence these decisions.</p>
<p>To have your say please complete the online questionnaire on the District Council’s website which will be “live” during the consultation period.</p>
<p>Residents without computer access can view a hard copy of the document in their local library or District Council Offices.</p>
<p>The District Council is preparing a new plan for the future of Chichester District (excluding the area covered by the South Downs National Park). This plan will be called the Core Strategy and will cover the period to 2028. It will alter the way the district looks in years to come and will decide where future housing will be located for you, your children and grand children.</p>
<p>Because of the introduction of the South Downs National Park Authority, the Core Strategy will not cover the entire district; it will include the south of the district (Chichester, Tangmere, Selsey, East Wittering and Bracklesham); and parts of the north (including the villages of Kirdford, Loxwood and Wisborough Green).</p>
<p>The National Park Authority will be preparing its own Core Strategy in due course.</p>
<p>Across the district as a whole we have seen an average of about 430 additional dwellings completed each year. We desperately need more affordable housing to be built, but the recession has slowed things down. We know that we have to cater for growth in the population as people move in. The District Council wants to hear from local residents, developers and infrastructure providers just what they think should be provided and where.</p>

<p>Mr Harland, who has been Acting Chairman of the Parish Council Planning Committee since 5th May 2011, proposed that Mr Bedford, who was elected Chairman of the Planning Committee at the Statutory Annual Council Meeting on 18th May 2011 but deferred taking office for up to three months, take over the post.  Mr Bedford agreed.  Mr Bedford stated that in future he will send all Councillors a factual summary of the information available on the applications to be discussed at the next meeting.  Mr Bedford also suggested that the full plans should be displayed in the hall 15 minutes before the meeting is due to begin so that members of the Council and members of the public can view them.<br />

No objection.  However, the Council would like to draw the Planning Authority’s attention to the daylight angle referred to by the applicant’s architect and would ask the Planning Officers to ensure that this has their approval.  All Councillors agreed with this decision.<br />
5.3     SI/11/01793/FUL<br />

Remove 20&#8242;  x 30 &#8216; mobile home and replace it with stabling.<br />

No Objection.  The Parish Council, however, request that CDC impose a condition that the stabling be used solely for personal use and not for any commercial enterprise.  In addition, the Parish Council requested that additional screening be planted on the road boundary.  Councillors agreed with this decision with one abstention.<br />
6.    General Planning Matters<br />
6.1     Planning Application:  SI/10/04692/FUL<br />
The Piggeries, Land East of Ham Road.  Retention of access track and hard standing in connection with change of use of agricultural land to a mixed use of agriculture and keeping/breeding of up to 6 horses.<br />
The Clerk had received notice that an appeal has been made to the Secretary of State for the Environment against the Council’s refusal of planning permission for the above proposal.  The Clerk will write to the Director of Environment asking to kept informed when the hearing into the appeal will be conducted as they would like to make representation.</p>
<p>6.2    Mrs Smart raised the matter of a new barn which has been erected on the Ham Road.  The owner of the land had been asked previously to demolish a barn which he had erected on the land.  Mrs Tull informed the Council that CDC had been informed.</p>

7.    Planning Correspondence<br />
7.1    School House entrance and ditch.<br />
The Clerk had received a plan from the Director of Capital and Asset Management, WSCC, showing their proposal for the new shared access and the ditch to be incorporated into the School House development land.  Mr Harland had been sent a proposal by a parishioner showing an alternative plan which would enhance the main school entrance, stop parking obscuring the school entrance, protect the grassed area and enhance the view of the mature ash tree.  The Clerk will write to the Director of Capital and Asset Management at WSCC and ask him to consider this plan.<br />
7.2    The Tyre Clinic.<br />
The Clerk had received a letter from CDC Enforcement Officer stating that he will be writing to the landowner now requesting full compliance with the enforcement notice.</p>

<p>Present: Mr A Harland (Chairman),  Mr P Bedford, Mrs C Hall, Mrs D Pound, Mrs C Ranjbar, Mrs E Smart, Mrs T Tull.<br />
Three Candidates for co-option with a representative for the fourth and the Clerk (Mrs T MacIntyre).  </p>
<p>1 Apologies for absence.  None.</p>
<p>2.      Co-option of 2 local qualified persons to complete the full complement of 9 Parish Councillors</p>
<p>Mr D Blackford, Dr T Dobbins, Mrs V Foden and Mr A Malir had volunteered to be considered for co-option.  All, except Dr Dobbins who was unable to attend but represented by Mrs Dobbins, were present.  The co-option procedure followed was that all four candidates had been asked to write a short piece on why they would like to become a Councillor and what they could bring to the Council.  These had been circulated to Parish Councillors prior to the meeting.  Each candidate was then given the opportunity to address the Council and this was followed by an interview by Councillors.  The four candidates were then asked to leave the hall while Councillors discussed their applications.  A paper ballot was then carried out.  Mrs V Foden and Mr A Malir received a clear majority and were co-opted to be Parish councillors.</p>

<p>3. Matters arising from the above minutes.<br />
3.1        Windward Nursery, Chalk Lane.  The Clerk had received a letter from the Senior Planning Officer at CDC in response to Sidlesham Parish Council’s objection to this application.  SPC’s objection was on the basis of a lack of commercial evidence supporting this as a viable business in need of permanent residential accommodation.  CDC stated that they were in possession of this information but regarded it as sensitive which should not be made public.  The Clerk had replied that making this information available to the Parish Council was not ‘going public’ but necessary for them to make a meaningful judgement.  The Council was not happy with this change of policy and would like the District Councillor to follow it up after the election.     <br />
3.2        The Shutters, Selsey Road.   Subsequent to SPC’s response to this application, further information became available that the adjacent property may have been bought by the applicants, on to which they have reputedly moved a large chalet.  This was not declared in the application.   Mrs Smart stated that the land is now fenced as one property.  This information was forwarded to Mrs Tull, District Councillor, who brought it to the attention of District Officers.  A site visit by CDC is now planned.<br />

New single storey dwelling house in rear garden.<br />

OBJECT.  Mr Field informed the Council that the present tenant of the property had not been informed of this application by the owner of the property.  Mr Field understood that the new building would not be available to the tenant and therefore could not be considered ancillary to the existing property but a separate rentable property.  A resident of Manhood Lane who was present at the meeting felt that there is already a danger of flooding from the water meadow and stream at the end of the gardens and if further buildings were to be built on their gardens, this could increase the risk.  The tenant of 36 Manhood Lane, who was also present at the meeting, raised concerns about gas storage and how the drains would join the main drainage system.</p>

This Council had no objection to this application when first presented to the Planning Committee.  Mrs Tull will write to CDC in support of this use for the building.<br />

9.1     Chalder Lane.  Mrs Pound brought to the attention of the Council the matter of the campervans on part of farm land on Chalder Lane.   The owner of one of the three new houses in Chalder  Lane had rented the land where he kept 6 campervans and had created a business renting them out.  Mrs Pound’s opinion was that on this scale the business was not obtrusive.  However, in the last few months, this has increased to 12 landcruisers and a chalet which is used as a toilet block.  This has increased the traffic in Chalder Lane considerably.  As there has been no change of use application for the land, Mrs Pound queried whether this diversity of farmland was acceptable.   Mrs Tull will follow this up with CDC to establish whether an application for Change of Use is required.<br />
9.2     The Tyre Clinic.  Mrs Smart raised the matter of the enforcement notice on The Tyre Clinic and was informed that work had begun to demolish the building.<br />
