Minutes of Planning Committee Meeting Wednesday, 15th May 2019 in the Church Hall, Church Farm Lane, Sidlesham at 6.00 pm
Members of the Council and the public were informed that the meeting will be recorded.

Present:  Mr Harland (Chairman), Mr Mellodey, Mrs C Hall, Mr R Ryder and Mr C Field, Cllr P Montyn (WSCC) and the Clerk, Mrs T MacIntyre.

1.    Apologies for absence:  Mrs M Monnington
2.      Minutes of Planning Committee Meeting held 17th April 2019 to be signed as a correct record.
Mr Ryder proposed and Mr Harland seconded that the minutes be signed.  4 agreed with 1 abstention.
3.    Declarations by Councillors of personal interests in items on this agenda.  None.
4.    Matters arising from the above minutes not dealt with in separate items below.  None.
5.    New Planning Application for Discussion
5.1    SI/19/00810/FUL – Windward Nursery, Chalk Lane Sidlesham PO20 7LW
Demolition of existing glasshouse and erection of 1 no. two-storey detached dwelling and car port with associated soft landscaping scheme.
The Parish Council objects to the Application.  The total area exceeds that of the greenhouse which it partially includes.  It does not conform to Class Q legislation in that it will not be built on the footprint of the building it is to replace.  Unanimous decision.
5.2    SI/19/01115/COU – Field South Of Green Lane Piggeries Ham Road Sidlesham West Sussex
Change of use of land as private gypsy and traveller caravan site – variation of condition 2 of planning permission SI/14/04058/COU (APP/L3815/W/3019459) to make the temporary permission permanent.
The Parish Council strongly objects to this Application.  In 2016 the Inspector ruled that a similar application should not be permitted.  It was ruled that the caravans, and associated dayroom and equipment should be removed and the land restored to its former condition.  The previous decision was very clear and final and should be respected by all parties.  The site is unsuitable due to its vulnerability to flooding, the visual harm and the unsustainable nature of the development.  All agreed.
5.3    SI/19/01138/DOM – Kingscote, Highleigh Road Sidlesham Chichester
Erection of first floor side extension with associated roof works.
No objection.  Unanimous decision.
5.4    SI/19/01094/DOM – J W Allen 66 Street End Lane Sidlesham Chichester
Erection of rear and side single storey extension incorporating garage.
No objection.  Unanimous decision.
6.    Planning Decisions
6.1    SI/19/00552/TPA – Church Gate Cottage, Church Lane Sidlesham PO20 7RH
Crown reduce by 2-3m (all round) on 2 no. Lime trees (T1 & T2, shown on the plan the other way around) subject to SI/12/00099/TPO.  PERMIT.
6.2      SI/19/00084/TPA – 35 Chalk Lane Sidlesham Chichester West Sussex PO20 7LW
Fell 1 no. Black Poplar tree (T3). Reduce crown widths/spreads to 5m and heights down to 15m, sever ivy and remove deadwood on 2 no. Black Poplar trees (T4 and T5) and 1 no. Black Poplar tree (quoted as T1 – northern tree, within Group, G3). All 4 no. trees are subject to SI/86/00938/TPO.   REFUSE.
6.3     SI/19/00599/PA3Q – Willowdene Fletchers Lane Sidlesham Chichester West Sussex PO20 7QG
Change of use from agricultural building to 3 no. dwellings (C3 Use Class).
PRIOR APPROVAL IS REQUIRED & HEREBY REF.
6.4    SI/18/01584/FUL – Longreach  14A Chalk Lane Sidlesham PO20 7LW.
Erection of agricultural storage barn.   PERMIT.
6.5      SI/19/00627/DOM – The Maltings Mill Lane Sidlesham Chichester West Sussex PO20 7NA
Single storey rear extension with associated roof works including 1 no. roof lantern as approved under SI/18/01986/DOM. Vary conditions 2 and 3 relating to door position and removal of mansard roof. PERMIT.
6.6      SI/19/00706/PLD – Mill House  8 Mill Lane Sidlesham PO20 7LU
Single storey rear extension under permitted development.   PERMIT.
6.7      SI/19/00757/PA3P – The Fairways Brimfast Lane Sidlesham Common Chichester PO20 7PZ
Notification for Prior Approval for a Change Of Use from Storage or Distribution Buildings (Class B8) and any land within its curtilage to dwellinghouses (Class C3).
PRIOR APPROVAL REQUIRED HEREBY PERMITTED.
7.           Planning Correspondence and other planning matters.
7.1    19/01103/LBC Highleigh Farmhouse, Highleigh Road Sidlesham, PO20 7NR
Installation of replacement windows to match existing.
No objection.  Unanimous decision.
8.         Matters of urgent public importance. Items raised will stand deferred until the next meeting.
9.         Matters of Information.
9.1    Access from land north of Keynor Lane onto B2145.
Mr Mellodey stated that, following a site meeting with a WSCC Highways Officer regarding the proposed additional access to the B2145 from land north of Keynor Lane, the Highways Officer had deemed the access point safe.  The PC was disappointed with his decision.  Cllr Montyn will take the matter up with Highways but felt that it had been decided and would be unlikely to change.
