Minutes of Planning Committee Meeting Wednesday 15th November 2017 in the Church Hall, Church Farm Lane, Sidlesham at 7.00 pm

Members of the Council and the public were informed that the meeting will be recorded.

Present:  Mr A Harland, Mrs U Pearce, Dr F Lewis, Mr M Mellodey, Mrs C Hall, Mrs M Monnington, 2 members of the public and the Clerk, Mrs T MacIntyre.

2.      Minutes of Planning Committee Meeting held 18th October 2017 to be signed as a correct record. Mrs Hall proposed and Mr Mellodey seconded that the Minutes be signed.  All agreed.
3.    Declarations by Councillors of personal interests in items on this agenda. None
4.    Matters arising from the above minutes not dealt with in separate items below.  None
5.    Confirmation of Application Discussed on 20th September 2017
5.1    SI/17/03019/TCA - Shotford Manor House Mill Lane Sidlesham Chichester
Notification of intention to trim back to old wound points on 1 no. Poplar Tree.   (No objection)
The decision was confirmed unanimously.
6.    New Planning Application for Discussion
6.1    SI/17/02783/FUL - Barfoot Farms Ltd Field East Of Easton Farm Easton Lane Sidlesham
3 no. seasonal storage tanks for bio-fertiliser storage to enable reduction in peak flow traffic during spreading.
No objection.  Unanimous decision.
6.2    SI/17/02970/FUL - Willowdene Fletchers Lane Sidlesham PO20 7QG
Change of use of an existing agricultural building to 1 no. dwelling house and erection of pitched roof over flat roofed building (use Class C3). Alternative to Part 3, Class Q Prior Approval SI/17/01996/PA3Q.
The Parish Council maintains its objection, in principle, to the conversion of this building where a residential building would not normally be permitted.  However, it has no objection to the change in the design of the building.
6.3    SI/17/02856/ELD - Greatham Cottages Ham Road Sidlesham West Sussex
Existing lawful development certificate for use of outbuildings as a self-contained accommodation unit.
The PC has no objection to this application on condition that the building will remain ancillary to the main building and will not be sold as a separate unit.
6.4    SI/17/02952/FUL - The Gorse Chichester Road Sidlesham PO20 7PY
Conversion of outbuilding into 1 no. 2 bed holiday let. O.S. Grid Ref. 485010/99879
The PC object to this Planning Application on the grounds that it considers it an overdevelopment of the site. In addition, the PC has applied to WSCC to install a roundabout at the junction of the B2145 and B2201which would make the land unsuitable for development.  Should CDC be minded to grant Planning Consent on this Application, Sidlesham PC ask that the new building remain ancillary to the main house and not be sold as a separate unit.  All agreed.
6.5    SI/17/03077/FUL - Zsaras Yard Highleigh Road Sidlesham Chichester
Partial change of use of land to residential use and retention of mobile home.
The PC has no objection to this Application but would ask that CDC restrict the length time to 3 years for the mobile home to remain in residential use on the property.   All agreed.
6.6    SI/17/03211/TCA - Florence Pond, Church Farm Lane, Sidlesham, West Sussex,
Notification of intention to fell 2 no. Elm trees (T8 and T9).
No objection.  Unanimous decision.
6.7    SI/17/03234/TCA - Land West Of Police House, Church Farm Lane, Sidlesham, West Sussex
Notification of intention to reduce western sector to give a 2m lateral clearance from the
edge of carriageway and reduce height down to 6m on a group of mixed species of trees (mainly consisting
of Field maple and Willow).
The PC has no objection to the lateral and height reduction of the trees but would not like any trees to be felled.  All agreed.
6.8    SI/17/03196/ELD - Unit 2 And 3, Gnomesville, Lockgate Road, Sidlesham, West Sussex,
Existing lawful development certificate confirming B8 storage and distribution use of two
Single storey buildings and surrounding land is lawful.
No objection.  All agreed.
7.    Planning Decisions
7.1    SI/17/00502/FUL - Jalna Jury Lane Sidlesham Common PO20 7PX
Erection of a bungalow and garage where a mobile home presently stands.  PERMIT
7.2    SI/17/02639/ELD - 36 Chalk Lane Sidlesham PO20 7LW
Use of land and building for B1(c) purposes (identified as building A) and subsequent building operations comprising of extensions to building A (identified as buildings B and C).   PERMIT
8.       Planning Correspondence and other planning matters.
8.1         SI/17/03161/PA3Q - Prior Notification - 27 Chalk Lane, Sidlesham, Chichester, PO20 7LW
Notification for Prior Approval for a proposed change of use of agricultural building and land
within curtilage to a Dwellinghouse (Class 3).
For information; the PC has not been consulted.
8.2     SI/17/03262/DOM - 5 Shotford , Selsey Road, Sidlesham, PO20 7RD
Front, side and rear extensions.
The PC has no objection to this Planning Application.  This decision will be confirmed at the next Planning Committee Meeting.  All agreed.
8.3     SI/17/02640/FUL - Land at Junction Of Keynor Lane And Selsey Road.
(Change of use of land from agricultural land for stationing of caravans for residential purposed by 3 no. gypsy-traveller families, with associated utility building, hard standing, widened gateway, landscaping and access.)
Mr Mellodey reported on a meeting of about 30 local residents to discuss the above application.  Local residents have formed an action group.  A Planning Consultant has been appointed and a traffic consultant will be appointed to contest the report by WSCC Highways on visibility at that point.  The Group is very active and the PC agreed to fully support them when it can.
