Minutes of Planning Committee Meeting Wednesday 21st February 2018 in the Church Hall, Church Farm Lane, Sidlesham at 7.00 pm

Members of the Council and the public were informed that the meeting will be recorded.

Present: Mrs P Bedford (Chairman), Mr A Harland, Mrs C Ranjbar, Mr M Mellodey, Mrs C Hall, Mrs M Monnington, 7 members of the public, Cllr P Tull and Cllr P Montyn and the Clerk, Mrs T MacIntyre.

2.      Minutes of Planning Committee Meeting held 17th January 2017 to be signed as a correct record.  Mr Harland proposed and Mr Mellodey seconded the proposal.  Unanimous decision.
3.    Declarations by Councillors of personal interests in items on this agenda.   None
4.    Matters arising from the above minutes not dealt with in separate items below.
4.1    17/02640/FUL Change of use of land from agricultural land for stationing of caravans on Keynor Lane (item 9.7).
Mr Bedford reported that he and Mr Mellodey had held a meeting with local residents.  Activity on the land (in particular, the new gate with access from the land to the B2145) has been reported to CDC and WSCC Highways.  However, Enforcement maintains that all recent activity is within the owner’s legal rights.  CDC continues to investigate the application but expects to make a decision soon.
7.    New Planning Application for Discussion
7.1    SI/18/00098/FUL - Sally Field Lodge, Rotten Row Sidlesham PO20 7QB
Change of use from B1 (office) to C3 (dwelling house) with no external changes.
The PC objects to this Planning Application.  Planning consent for the office building in 2009 was given with the condition that it not be converted for residential use.  The PC maintains its view that the condition be upheld and does not agree to this change of use.  All agreed.
7.2    SI/17/03656/LBC - Greenwood Farm House Ham Road Sidlesham Chichester
Link between roofs and 4 no. roof lights.   O.S. Grid Ref. 483875/95775
The PC has no objection to this application.  The PC assumes the Conservation Planning Officer will assess whether the alterations, as implemented, will conform to the building’s listed building status.  All agreed.
7.3    SI/18/00271/FUL - Unit 2A Keynor Farm  Keynor Lane Sidlesham PO20 7LL
Change of Use from B1(c) / B8 Industrial Unit to D2 Gymnastics club with associated alteration.
The PC welcomes the principle of the project for a gymnastics club.  However, the likely increase in traffic, a large proportion of which will be out of office hours, would be inappropriate for the position.  In addition, the site is not served by public transport.  All agree.
7.4    SI/18/00122/FUL - Lockgate Dairy, Lockgate Road, Sidlesham, PO20 7QH
Expansion of bed and breakfast business.
The PC has no objection to this application but raised concern about parking facilities.  The PC would like a condition that customer vehicles do not park on the road which was thought to be unsafe.  Councillors did not consider that the description on the Planning Application was an adequate description of such a significant extension.  Mrs Monnington declared that she would abstain from the vote.  All other councillors agreed.

8.2    SI/17/02510/FUL - Red Barn Selsey Road Sidlesham Chichester West Sussex PO20 7NE
Change of use of building from Class B8 (Storage) to Class C3 (Dwellinghouse) along with associated external changes to building in respect of new external cladding; new windows and doors; replace profiled metal sheeting on roof with Kingspan insulated Curved Roof panels; and, insertion of rooflights in roof. PERMIT WITH S106
8.3     SI/17/03478/FUL - Windward Nursery Chalk Lane Sidlesham Chichester West Sussex PO20 7LW Proposed structural, internal, fenestration and roof alterations including installation of pv panel array and 9 no. roof lights.   WITHDRAWN
8.4     SI/17/03563/PA3Q - 30 Chalk Lane Sidlesham Chichester West Sussex PO20 7LW
Part 3 Class Q application for prior approval - change of use of agricultural building to 2 no. dwelling (C3 Use Class).   PRIOR APPROVAL REQUIRED HEREBY REFUSED
9.       Planning Correspondence and other planning matters.
9.1     Meeting with CDC regarding agricultural building conversions.
Mr Bedford, Mr Mellodey and the Planning Chairman and Chairman of Earnly PC had met with the Head of Planning at CDC.  Their response to the meeting, addressed to the Head of Planning, had been circulated to Councillors.  There is particular concern regarding glasshouse conversions and Mr Mellodey has written to Mrs G Keegan MP and awaits her reply.
9.2     Request for vehicular access to garden of 6 Shotford from Memorial Playing Field drive.
The PC would not support an application for vehicular access from the Memorial Playing Field drive.
9.3    Hatchers, Sidlesham Common.
The Clerk has written to the District Solicitor and attached advice from the PC’s solicitor regarding the parcel of common land which has been fenced off and appropriated into Hatchers’ land, together with removal of trees, general clearance and alteration to historic road layout, all of which are in contravention of Registered Common Land legislation.  This was carried out without specific consent from The Planning Inspectorate and without consultation with the PC.  The Clerk has not had a reply.
10.     Matters of urgent public importance. Items raised will stand deferred until the next meeting.
10.1   Flooding on B2145 at Anchor Bend.
There will be a meeting with CDC Environmental Health, WSCC Highways and Southern Water on 26th February.  Southern Water will pump out the drains and hopes to find the source of the problem.  The Clerk was asked to place an article in the Sidlesham Spread outlining action taken by the PC.
